President al-Assad issues a decree granting a second registration opportunity to exhausted undergraduate students and an exceptional year for students of qualification and specialization studies and masters and doctorate

Today, President Bashar Al-Assad issued Decree No. 125 of 2020 to allow exhaustive stage students to obtain registration opportunities specified in Decree No. 250 of 2006 registering a second time in their colleges and an exceptional general grant for students who qualify for specialization and specialization studies and master’s degree exhausted opportunities to apply for exams from outside the university and an additional calendar year for students Master’s and PhD degrees registered in the thesis stage before 1-3-2019.

The following is the text of the decree:

Decree No. 125

President of the Republic

According to the provisions of the constitution

It was decided the following

Article 1 – Article 103 of the executive regulations of the Universities Organization Law promulgated by Decree No. 250 of 2006 and its amendments are amended according to the following:

A- A student in the vacation phase who has exhausted the registration opportunities specified in Article “102” of the executive regulations of the Universities Organizing Law issued by Decree No. 250 of 2005 and its amendments starting from the date of issuance of this decree is allowed to register again in his college for fees not less than the same as fees For students admitted according to the parallel education comparison for students admitted according to the general comparison and not less than twice the fees specified for students admitted according to the parallel education comparison for Syrian students and twice the fees specified for students accepted according to the Arabs and foreigners comparison for non-Syrian students.

B- A student benefiting from the provisions of the previous paragraph may not remain registered at the university for an additional period more than twice the duration of his remaining college studies in addition to the year in which he was exhausted.

C- The student of the last year will benefit from the provisions of Paragraph (C) of Article 102 of this bylaw. As for the student who benefited from the provisions of this Paragraph, he will be granted two academic years at most.

D- The fees mentioned in Paragraph (A) of this Article shall apply to all students, regardless of the method of admission to the university.

E- The beneficiary of the provisions of this Article is not allowed to change the registration.

F- The student who benefits from the provisions of this article must register on the dates specified by the executive instructions, provided that the date does not exceed the beginning of the academic year immediately following the date of its exhaustion.

G- The student who benefits from the previous paragraphs will benefit from the academic year 2010-2011 until the date of this decree, provided that the student is registered within a period of 15-9-2022.

H- The student of the preparatory year does not benefit from the provisions of the previous paragraphs, and he has the right to change the enrollment according to the approved principles if he does not graduate to the second year after more than two years have passed since he was in the preparatory year.

Article 2

Article (116) of the executive regulations of the Universities Organization Law issued by Decree No. 250 of 2006 and its amendments shall be made to the following modifications:

A- To the following paragraph (a) of item (2), add the following text:

4- Whoever was injured from the provisions of Item (2-A) of this article, while fighting at the command of the Syrian Arab Army, has a deficit of at least 40%.

B- Add the word “2-b” to the current word after the phrase “with the number of faculty members”.

1- A student must obtain a master’s degree:

A- To continue studying and pass all the exams for courses determined by the system for postgraduate studies in the college during a period of not less than the minimum period and not exceeding the maximum period specified therein.

B– In the last year of the courses that hold two courses at most, the student is allowed to enter a supplementary exam that determines its date in the university calendar.

C- 1- To prepare a research after his success in all decisions on a subject approved by the university’s council based on the proposal of the relevant department council and the approval of the college’s council, provided that the period of preparing the research is not less than one year from the date of the university’s council’s approval of the research topic registration and the maximum period that In which the student is registered for submitting his thesis for three years, otherwise his registration will be canceled and his research record will be canceled.

2– The provisions of item (C-1) previously applied to the student who is registered in the thesis stage after the issuance of this decree.

D- To submit, with the results of his research, a letter accepted by the Judging Committee after public discussion.

Article 4– In addition to the fees specified in Articles “194 and 196” of the executive regulations of the Law on Organizing Universities issued by Decree No. 250 of 2006 and its amendments, the following text:

Fee for verifying the authenticity of university documents

Article 5A- An extraordinary year is granted in the academic year 2020-2021 for the student of qualification and specialization studies who exhausted opportunities to apply for exams from outside the university in the academic year 2019-2020.

B- An exceptional year is granted in the academic year 2020-2021 for a master’s degree student who has exhausted opportunities to apply for exams from outside the university in the academic year 2019-2020.

C- Every student who registered in the Master’s thesis stage and was dismissed in the academic year 2019-2020 for any reason “except for disciplinary reasons” is entitled to re-enrollment in the thesis stage no later than 9/15-2020.

D- The student covered by the provisions of the previous paragraphs shall pay fees no less than the same as the fees specified for admitted students according to the parallel education comparison for students admitted according to the general comparison and no less than twice the fees specified for admitted students according to the parallel education comparison for Syrian students and twice the fee specified for students admitted according to Arabs and foreigners’ comparison with non-Syrian students.

E- 1- Students of the master’s and doctoral degrees registered in the thesis stage before the date of 1-3-2019 are granted “whatever their status, whether they are in the basic stage, extension, suspension of registration, or the period given to them according to the previous decrees” an additional Gregorian year in addition to the specified periods Them under the regulations in force.

2- The student of general education registered in the thesis stage after exhausting the periods specified in the executive regulations, shall pay fees not less than the same as the fees specified for admitted students according to the parallel education fees for students admitted according to the general education fees and not less than twice the fees specified for students admitted according to the parallel education fees For Syrian students and twice the fees for students admitted according to fees for Arab and foreign students in relation to non-Syrian students.

F- The Minister of Higher Education and Scientific Research issues the executive instructions for the provisions of this article.

Article 6- The provisions of Decree No. 69 of 2019 are observed for students enrolled in compulsory and backup knowledge service.

Article 7- This decree shall be published in the Official Gazette.
