Lebanese President Michel Aoun has submitted a proposal that includes canceling the sectarian distribution of sovereign ministries, noting that the constitution does not provide for the granting of a ministry to any sect.
On Monday, Aoun said: “While we see the sterility of the sectarian system that we are struggling with and the successive crises it causes, and while we sensed the need to develop a modern vision for a new form of government based on the civil state, he suggested taking the first step in this direction by abolishing the sectarian distribution of the ministries that were called sovereignty.” And not allocating them to specific sects .. I suggest abolishing the sectarian distribution of the ministries that are called sovereignty, not allocating them to specific sects, but making them available to all sects, so that the ability to accomplish rather than sectarian affiliation is the criterion in choosing ministers. ? ”
Aoun added that the constitution does not provide for the allocation of any ministry to any of the sects or any group of parties, nor can any minister be granted authority that is not stipulated in the constitution.
Aoun emphasized that today everyone is facing a crisis in forming a government, which was not supposed to happen because the dues awaiting Lebanon do not allow any minute to be wasted. With the hardening of the positions, no solution appears on the horizon soon, because all the solutions on offer are often and deficient.
President Aoun pointed out that despite four visits to the designated president, he was unable to present any conception, configuration, or distribution of bags or names, and “the contract did not dissolve.”
The Lebanese president added, “The president-designate does not want to take into account the opinion of the heads of the blocs in distributing portfolios and naming ministers. He proposes comprehensive rotation, and in this position he meets with him former prime ministers. He is recorded as rejecting the composition if there is no national consensus on the formation .. We have proposed solutions.” It is logical and moderate to form the government, but it has not been accepted by the two parties. Returning to the constitutional texts and respecting them remains the solution in which there is neither a victor nor a loser. ”
Aoun pointed out that the Development, Liberation and Loyalty Blocs insist on adhering to the Finance Ministry and on naming the minister and all the ministers of the honorable Shiite community. Noting that he “records their adherence to the French initiative.”
Aoun also stressed during the meeting that it is not permissible to exclude parliamentary blocs from the process of forming the government because it is these blocs that will grant or withhold confidence in the parliament, even if the composition is limited to the signature between the designated prime minister and the president of the republic. It is also not permissible to impose ministers and portfolios from one party on others, especially as it does not have the parliamentary majority.
Aoun continued, saying: The hardening of the two positions will not lead us to any result, except for more escalation, while Lebanon is what it needs most in light of all its successive crises, is some solution and solidarity to enable it to rise and confront.
Aoun stressed that neither bullying us will benefit us, nor bullying abroad will help. Only our understanding based on the constitution and balance will take us to stability and recovery. ”
