In implementation of the contents of the speech of President Bashar Al-Assad during his meeting with the governmental team on procedures to address the Corona epidemic, the Council of Ministers approved / document of economic and service executive programs and procedures / for the work of the state ministries related to the conditions of addressing the Corona epidemic in parallel with the restoration of economic and social activity to maintain health and safety and the actual partnership between Citizen and government efforts in the face of the virus.
The Council also approved programs related to improving the national economic and living conditions, mechanisms for controlling markets, securing basic materials smoothly, and the program of expanding social protection services, and set the necessary time to put each program in implementation.
During the weekly session headed by Eng. Imad Khamis, the Prime Minister, all ministers were asked to prepare several integrated scenarios for each ministry’s work to adapt to any possibilities for the spread or decline of the virus and in line with developments in economic, health, / local, regional, and international conditions / for the government team to adopt a plan Full implementation of all state institutions based on the presented scenarios.
The Council decided to increase the number of tests for the largest number of possible HIV-infected people, especially those returning from abroad, while continuing to take measures to uncover various cases in the community.
With regard to the alignment between the resumption of economic activity and the preservation of health and safety, the Council mandated all ministries to coordinate with the relevant authorities in the private sector / organizations of federations associations of unions / to manage the file of resumption of economic, social and service activity according to the most urgent priorities and to ensure strict application of public safety measures in accordance with the principle Exact openness.
On the role of the citizen as a real and effective partner of the government in the face of the epidemic, the Council stressed the importance of increasing awareness among all citizens and dealing with the highest levels of care and high responsibility to support government efforts to tackle the virus.
With regard to the economic and living dimension, the ministries of internal trade and the economy were assured of continuing to provide the basic consumer basket to citizens periodically and assigning the ministries of agriculture and internal trade and the local administration to set and control the prices of local products and not to allow any manifestation of monopoly and the continuous monitoring of agricultural production from basic materials and average production costs Cardamom markets prices, intermediary prices from wholesalers and half wholesale.

The Council decided to support the experience / popular markets / from the product to the consumer directly to include the various regions while ensuring the implementation of health safety measures. The Council asked the Economic Committee to enhance the reality and prospects of the Syrian economy, follow up on the mobilization of all societal and academic energies, support the elements of self-sufficiency at the level of food and energy security, intensify local industrial production, enhance self-reliance, expand horizons of international cooperation with friends on the basis of complementarity between friendly economies, and develop a regular supply plan that includes Not to lose the basics of nutritional, drug and energy life.
With regard to mechanisms to combat abuses in the local market and to prosecute violators, the ministries of Internal Trade and Justice were tasked to present a draft legislative instrument to put in place appropriate penalties to control the market, particularly with regard to marketing of local products and joint coordination between the two ministries to decide on the food issues pending before the judiciary.
