The following is the text of the decree:

It was decided the following
Article 1
(A) In addition to the grants allocated to the Ministry of Higher Education and Scientific Research specified in Legislative Decree No. 7 of 2020, the annual free grants allocated by each educational institution licensed under the provisions of Legislative Decree No. 36 of 2001 and its amendments for the families of martyrs and wounded and missing military personnel in the army, armed forces and security forces are determined Internship who were martyred, injured, or lost due to war or warfare, or at the hands of terrorist gangs or hostile elements from the categories specified in Article 116 of the executive regulations of the Law of Universities Regulation No. 6 of 2006 at a rate of no less than 2% of the number of students registered N at each college or institute for a period equivalent to the minimum necessary for obtaining the academic degree at the college or institute plus one academic year, the scholarship includes fees, tuition fees, transport fares and university housing, or in his stead, and the student granted during that period is not required to pay any tuition or fee even if he fails in the courses.
(B) Cases of martyrs, wounded and missing relatives covered by the provisions of the previous paragraph (a) shall be established by a document issued exclusively by the General Command of the Army and the Armed Forces in accordance with the laws and regulations adopted by them.
(C) Acceptance by comparison between them shall be made by a decision of the Minister of Higher Education and Scientific Research according to the order of success in the secondary certificate and according to the criteria set by the Higher Education Council.
Article 2 The provisions of Item 2 of Paragraph (B) of Article 1 of Legislative Decree No. 44 of 2013 are repealed.
Article 3 This legislative decree is published in the Official Gazette and is considered effective from the academic year 2020-2021.
